Introduction
The purpose of this document is to provide instructions to members of the Evergreen Athletic Department in the event of a medical emergency regarding student-athletes. An emergency is any sudden life threatening injury or illness that requires immediate medical attention or activation of Emergency Medical Services (EMS). Emergencies can occur at any time during athletic participation. Expedient action must be taken in order to provide the best possible treatment. This emergency plan will help ensure the best care is provided.
Medical Emergency
Situations when 911 should be called are:
- An athlete is not breathing
- An athlete has lost consciousness
- It is suspected that an athlete may have a neck or back injury
- An athlete has a serious/open fracture (bone has punctured through the skin)
- Severe heat exhaustion or suspected heat stroke
- Severe bleeding that cannot be stopped
Legal liability is very important to consider; ALL athletic staff should understand this plan. Potential emergencies should be avoided through pre-participation examinations of each athlete prior to participation in any sport. Physicals are required of ALL student-athletes BEFORE participation in any Evergreen sports practice or event. Physical examinations are good for ONE year from date of exam. Also, safe practices, including training techniques and adequate medical coverage should be taken into consideration.
However, accidents and injuries are inherent with sports participation. Therefore, proper preparation on the part of the athletic staff will enable each emergency to be managed appropriately.
All members of the athletic department who work directly with athletes are required to familiarize themselves with this plan. Throughout the year there might be times in which an athletic trainer or medical professional is not immediately available. This places athletic personnel, most likely coaches, in the position of potentially providing emergency medical services in the form of cardiopulmonary resuscitation and basic first aid. All coaches are required to have and maintain CPR/AED certification during employment. Athletic personnel should review the policy at the beginning of each academic year. Coaches should discuss the policy in detail with the athletic training staff.
Components of an Emergency Plan
I.) Emergency Personnel
II.) Emergency Communication
III.) Emergency Equipment
Important Contact List:
Emergency Number: 911
I. EMERGENCY PERSONNEL/TEAM
The type and degree of sports medicine coverage for an athletic event (practice or contest) may vary based on factors such as the particular sport or activity, the setting, and the type of training or competition. With the majority of athletic contests and practices, the first responder to an emergency is most commonly a Certified Athletic Trainer (ATC). If the athletic trainer is not at the site of the emergency, they should be notified either by cell phone call or in person. A Team Physician may be present at some high-risk events like varsity football games. Other members of the emergency team may include team coaches or administrators.
Chain of Command
Team Physician
Certified Athletic Trainer School
Resource Officer
Athletic Director
Administrator
Head Coach
Assistant Coach
Sports Medicine Student Assistant
Other Athletes
The highest person in the chain of command who is present at a scene will be the designated person in charge, or leader. That person is responsible for deciding whether to call 911, instructing others how they may be of help and will be the person who stays with the athlete until EMS arrives.
∙ If the Team Physician or Certified Athletic Trainer (ATC) is ON SITE at time of injury, he/she will take command.
∙ If the Team Physician or Certified Athletic Trainer (ATC) is NOT ON SITE, then the next person on the Chain of Command is in charge.
The four basic roles within the emergency team include:
A. Immediate Care of the Athlete
Acute care will be provided by the most qualified individual on the scene (see Chain of Command).
B. Emergency Equipment Retrieval
The second role may be done by anyone on the emergency team who is familiar with the types and location of the specific equipment needed. Managers, coaches, or even players may be called on for this role. Important emergency equipment is noted below.
C. Activation of Emergency Medical Services (EMS)
The third role, EMS activation, should be done as soon as the situation is deemed an “emergency” or “life-threatening event”. Time is the most critical factor. Activation of EMS may be done by anyone, however, the person chosen for this duty should be someone who is calm under pressure, who communicates well, and who is familiar with the location of the sporting event.
STEPS FOR ACTIVATION ARE NOTED BELOW.
D. Directions to the Emergency Site
After EMS has been activated, one member of the team should be responsible for meeting the emergency medical personnel as they arrive at the site. An assistant coach or administrator with keys to gates and doors is appropriate for this role. Directions into specific areas of EHS are detailed below.
II. EMERGENCY COMMUNICATION
A. Activation of Emergency Medical Services (EMS)
In the event that an emergency occurs involving a student-athlete, a member of the Emergency Team should promptly contact Emergency Medical Services (EMS). The local emergency telephone number is 911.
Telephone Access within Evergreen High School: athletic training room, PE offices, coaches’ offices, or main office. Coaches are recommended to have a cellular phone in case of emergency. A backup communication plan should be in effect if there should be failure of the primary communication system. It is important to note in advance the location of a workable telephone. Prearranged access to the phone should be established if one is not easily accessible.
B. Contacting the Emergency Medical Services (EMS)
1. As EMS is being dispatched, make sure someone is designated to retrieve any needed emergency equipment from the sidelines or training room.
2. Notify parent as soon as possible if they are not present. Contact information located on emergency card if printed or on the RST App.
3. Have the coaches or administrators serve as crowd control and keep other athletes away from the victim.
4. Send someone to meet the ambulance at the designated spot.
5. If a parent is not present, a member of the coaching staff may accompany the injured athlete to the hospital. All coaches will have a copy of every individual athlete’s emergency cards or have the RST App loaded onto their cell phone for easy access of athlete information 6. If Athletic Trainer is not present, call the Athletic Trainer to notify them of the situation.
1. Call 911.

EMERGENCY ACTION PLAN IN CASE OF LIGHTNING
The purpose of lightning and severe weather policy is to minimize the risk that lightning and other severe weather poses to players, staff, officials and spectators by implementing a lightning safety guideline. CHSAA, the NFHS, NATA, and the National Severe Storms Laboratory (NSSL) in the event of lightning or severe storm recommend these guidelines warning:
NO PLACE OUTSIDE IS SAFE DURING THUNDERSTORMS
1. A member of the emergency care team (ATC, coach, or staff supervisor) is designated to monitor threatening weather conditions and make the decision to remove a team or individuals from an athletic venue or event. **During practices at the EHS campus the present ATC will be the direct authority in canceling and restarting practices during lightning events.
a. In the event that the ATC (Athletic Trainer) is not available or is not outside, COACHES are responsible for initiating field evacuation at the sight of lightning or a combination of using a weather monitoring system.
2. When a thunderstorm seems eminent, lightning is seen or heard, or the weather app indicates that lightning is within a minimum of 8 miles; the outdoor venue needs to be evacuated.
a. The use of weather apps such as WeatherBug® SparkTM App, Storm by Weather Underground or the National Weather Service app are recommended (when not available, NFHS policy shall be followed)
b. NFHS policy: When thunder roars, go indoors.
c. SHELTERS: All players must come inside Evergreen High School.
d. Shelter if teams are AWAY: Fully enclosed metal vehicle with windows rolled up, buses with windows rolled up or grounded, fully enclosed building.
3. 30-minute rule: Activities shall remain suspended for 30 minutes. If there is subsequent thunder or lightning after the beginning of the initial 30-minute count, the clock MUST be reset for another 30 minutes.
4. Play can resume after a full 30 minutes of lightning-free weather. The ATC on duty will be in charge of the release. If the ATC is unavailable, coaches shall be in charge of safe resumption of activity.
